Why is making an amount harder than counting one?
Because counting is addition with a single answer, while making an amount requires choosing which coins from many valid combinations. The fewest-coins version adds an optimisation on top.
Does taking the largest coin first always give the fewest?
For most real currency systems, yes — they are designed that way. It is not true in general: with a hypothetical set of 1, 3 and 4, making 6 greedily gives 4+1+1 while 3+3 uses fewer.
Which currency should a child practise with?
The one they will use. Denominations differ enough that fluency with one set does not fully transfer to another.
