Class 9 covers software supplied as goods — downloaded or on media. Class 42 covers software provided as a service. A hosted product that also offers a downloadable client can need both.
Does one application cover every class?
No. Registries charge per class, and protection extends only to the classes and wording you file. Filing too narrowly leaves gaps; filing everywhere is expensive and can be challenged for non-use.
