Why generate a shared weakness?
Because a team of individually powerful characters with no common vulnerability has no dramatic tension. A shared weakness gives every scene a way to threaten the whole group at once.
Should powers be complementary or overlapping?
Some of each. Purely complementary powers make the team a toolkit where each problem has one obvious solver. A little overlap creates the friction of two people who could both handle something.
Can I use these commercially?
The combinations are generated rather than drawn from existing properties, and generic power concepts are not protectable. Check anything that lands close to an existing character before publishing.
