TTF ⇄ OTF works genuinely — both use the same underlying sfnt container format, so relabeling is a real, usable conversion in most cases. WOFF and WOFF2 use additional compression (WOFF2 uses Brotli) that a true conversion needs a dedicated binary library for — this tool is upfront when a download is a same-bytes reference file rather than a real transcode.
